בין יוצרים ומבקרים במחול, כמו בשאר תחומי היצירה מתקיימת תמיד מערכת יחסים טעונה ומורכבת, אך גם כזו האחראית, בין השאר, לייצר דיון מעמיק ופורה כאשר התשוקה המשותפת למחול לעולם שמה את היצירות במרכז הדיון.
במטרה לקדם ולפתח את התמקצעות הביקורת ואת השיח סביב המחול הישראלי ומעמדו בארץ ובעולם, החלטנו ליצור מעגל של מבקרי מחול פעילים שעוסקים בביקורת באופן רציף ואינטנסיבי ומחויבים לעשייה זו, שבאמצעות משאל יבחר ויכריז מידי שנה על בחירתו ביצירה או יוצר ישראלים שהצטיינו, התבלטו והבריקו באותה שנה, ובנוסף יציין מעגל המבקרים יוצר צעיר שנבחר כ'הבטחת השנה'.
משאל כזה הוא ניסיון ממשי לקדם דיאלוג בין המבקרים לבין עצמם, בין המבקרים ובין קהל הקוראים ובין המבקרים והקהילה היוצרת. יתר על כן, משאל מקצועי של מבקרים יכול לקדם ולהרחיב את מקומו של המחול כאמצעי לביטוי אמנותי ולחינוך תרבותי; והכול מתוך התייחסות רצינית וחשיבה מורכבת ושמירה על החופש ועל האתיקה של ביקורת המחול.
ההכרזה על הבחירות של מעגל המבקרים תהיה במסגרת מפגש סיכום פסטיבל "חשיפה בינלאומית" של מרכז סוזן דלל, הבמה המרכזית לפעילות המחול בארץ, שמאפשרת למנהלי פסטיבלים, מרכזי מחול ועיתונאי מחול מחו"ל מפגש מרוכז ומרתק עם מיטב פרי השנה האחרונה שצמח ונוסף לסצנת המחול התוססת בישראל.
ההכרזה על בחירת מעגל מבקרי המחול נערך ביום א', 8 בדצמבר בשעה 21:00, טרם מופע סיום אירועי חשיפה בינלאומית.
בנוסף פנינו לכמה תריסרי עמיתים, מבקרי מחול, מנהלי מרכזי מחול ופסטיבלים מארצות שונות, בעיקר מסקרנות, כדי לדווח על מחול ישראלי שהרשים אותם במיוחד בשנה החולפת. המלצותיהם מתפרסמות בנפרד מבחירת מעגל מבקרי המחול הישראלים, מטעמים מובנים.כצפוי את הניקוד הגבוה קיבלו מספר ישראלים שגרים ועובדים בחו'ל ולהם שיעור חשיפה רב . אלה, אינם משתתפים במשאל מעגל המבקרים מסיבות מובנות, אך רצינו להצדיע להם.
מהתגובות שקיבלנו מסמנת חשיפה גבוהה ביותר לחופש שכטר, עמנואל גת , שרון פרידמן ואוהד נהרין. אחריהם הוזכרו ארקדי זיידס, ניב שיינפלד ואורן לאור וכן, שרון אייל. כן הוזכרו עוד מספר יוצרים ישראלים, שזכו לתשומת לב מסוימת.

The Circle of Israeli Dance Critics announced the best choreographer and the outstanding performance on the last day of International Exposure 2013
a circle of Israeli dance critics, will announce for the first time, their choice of best choreography and the most outstanding performance, premiered on the 2012-2013 Hebrew calendar year.
The initiative was embraced by Suzanne Dellal, which offered to host the event on international Exposure. The announcement of the winners and the critics' reasons took place Sunday, December 8, just before the last performance of the Israeli Ballet.
We believe it’s an opportunity to focus on quality dance in Israel, by independent, committed professionals, with no ties to public institutions or policy makers. This gesture is meant to promote attention to our dance makers, and prove that both choreographer and critics have at least one common interest, to remind everyone that dance can reach, touch, and enrich our lives.
We also took an informal poll among a couple of dozen colleagues; critics, theater and festival directors abroad, in order to try and follow Israeli dance abroad and try, out of sheer curiosity, to understand better the measure of their exposure.
We asked them which work by Israeli choreographer impressed them most in 2013.
We realize that, perhaps as expected, some Israeli dance-makers residing abroad enjoy higher level of exposure. Since we do want to maintain ties between all of our dancers and choreographers abroad, and since our circle of dance critics' poll excludes them for obvious reasons, we wanted to salute them.
The names that repeatedly came up were in that order: Hofesh Shechter, Emanuel Gat and Sharon Friedman, and our own Ohad Naharin. Sharon Eyal, Sheinfeld and Laor along with Arkadi Zaides also scored well.
